Browser backup/previous page doesn't respond as expected #223

What steps will reproduce the problem?
1. At the Create Account page, click the Privacy Policy link
2. View the page
3. Click the previous/backup button for the browser

What is the expected output? The Create Account page should be redisplayed
with any data which had already been entered.
What do you see instead? The home page.

What web browser are you using (Firefox, Safari, Internet Explorer)?
Firefox on a windows XP box

Please provide any additional information below.

Same behavior in Safari 4.0.4 (531.21.10) on a Windows XP box (Windows XP 
Profesional 
version 2002 Service Pack 3......).
