Can't submit form #228

What steps will reproduce the problem?
1. Set up an event with a start date of 2/22 and an end date of 3/22
2. Fill out the form
3. Click "create event"

What is the expected output? What do you see instead?
Thought a new event would be created, but received error message (attached)

Hi, me again. I tried to create a new event again, just using 2/22 as the date. 
I 
received the same error, and my event wasn't submitted. I'm using Internet 
Explorer.
