Create Event Page Special Instructions formatting #249

What steps will reproduce the problem?
1. Go to Create Event page
2. When you tab into the Special Instructions box, the cursor automatically 
center justifies.
3.

What is the expected output? What do you see instead?
It should left justify so that users don't have to manually adjust it (might be 
confusing).
