Begin Sega System 16 Improvements #41

0.72u1: Temporary fixes to a few of the System 16 driver problems (sound banking for example) (drivers\vidhrdw\sysetm16.c, vidhrdw\sys16spr.c). Note, the driver is still being rewritten these are only minor 'fixes' to improve things a bit until the rewrite is complete [Acho A. Tang].

@lantus I've updated the code taking some improvements from several MAME builds upto and including MAME78 also spliced in some fixes and extra game support from MAME2003+ and your welcome :)

In some ways you'd have been better using MAME72.u1 as the base core as apart from some of the above there are big improvements to many high profile big name Konami games as well i might as well port this across sometime down the road.
