Add whatwg-fetch polyfill to fix fetch on ie
Add proxy polyfill in static js file (npm package didnt work)
Move Static files from static/ to /src/static/ -> https://vuejs-templates.github.io/webpack/static.html
Updated and removed a lot of npm packages to fix the helper funnel problem (Mainly removing transform-runtime)
