failsafe triggers during landing when in stabilize and locks out RC controll #575

What steps will reproduce the problem?
1. Enable CGS Failsafe 
2. Switch to stabilize
3. Disconnect Mission Planner (as if laptop battery died!)
3. Move the RC sticks until no response (Count to 15)

What is the expected output? What do you see instead?
The plane should stay in stabilize while the throttle failsafe is not triggerd. 
What happens: The apm locks out the RC controll and triggers telemetry 
failsafe. 

The steps put the plane into RTL with no RC controll. Have also experianced 
what would seem like a circle FS action that locks out RC controll and wich 
sometimes returns to normal after mode switch. 

What version of the product are you using? On what operating system?
2.65 2.71

Please provide any additional information below.
Using a high gain omnidirectional telemetry antenna makes it worse than the 
standard antenna.
