This continues work from previous PRs to simplify how this channel works.

Require at least PHP 8.2 and Laravel 10,
Remove the service provider that doesn't do anything
Remove some custom configuration exceptions and allow it to blow up when things go wrong
Dispatch a failed notification event for each token that fails
Include the failed report in the notification event
