@abkrim I think you are making a big confusion.
Both methods are creating an project with laravel/laravel v5.5.0 and both are using the laravel/framework v5.5.4.
One thing is the application: laravel/laravel v5.5.0. One thing is the framework used by the application: laravel/framework v5.5.4.

Use laravel installer to install 5.5.x versions. Or you can install 5.5.0 and then run composer update laravel/framework

I don't need help for installing laravel since 4.2 I put a post for wrong problem that I reproduce in one machine, but not in others, and with debug mode of app (laravel), not get information for correct problem.

That sounds like an old composer installation. Do a composer self-update
. That would also explain why it works on one machine, but not on another.
The fact that composer isn't installing 5.5.4 may be a bug. But the fact that it works on one system and doesn't isn't a bug.
The machine with the issues is installing 5.5.4, it's just an issue with the scripts afterwards. From the log he posted ...

A lot of thanks @sisve . Y run composer update by recomendations in others sute, but not self-update. Now work perfectly.
For you @Dylan-DPC if a software that need a external app, (composer) and after run some owned script, and his system only show a partial information for one error, this software has a bug. If you not see a bug, ok.
@abkrim First of all, showing partial information isn't a bug Secondly, If you haven't updated a software/tool you can't blame it for not doing something a higher version is supposed to do. Thirdly, this is a composer issue and has nothing to do with laravel
