Support for Google App Engine(Add useBootstrapCachePath func) #2624

We want to make it easy to use Laravel framework in Google App Engine.

For users, expect to be able to use and deploy in GAE without such tedious modifications.

Currently, I can do a direct deployment to GAE locally, but through Github Action, even if the deployment is successful, it is not available.

I like GAE and Laravel.

The key issue is the bootstrap cache.
