Disassemble-file no longer works on fasl files #707

(Edited from the original bug, where I thought this was a Fence/ARM issue. It is not.)

The FASL format has changed due to changes to the I/O system and need to be handled differently in disassemble-file. Consult the load procedure for the way to do that.
