Rename repo to timesync #8

Repo name should correspond to package name. This might be the reason why the ROS Wiki indexer fails to autogenerate documentation status for the package: http://wiki.ros.org/timesync_ros

@ojura is it ok to rename the repo?

Of course. Github sets up an alias from the old name to the new name anyway.
