Upgrade to Django 4.1

Changes to upgrade the Django version from the EOL version Django 1.11 to 4.1

• Pin and upgrade all project dependencies
• Python 2 support is dropped in newer versions of Django
• Tested with Python 3.10 and Python 3.11
