Add Smee tip in troubleshooting section #11

I realised within the 'Smee.io' interface, you can redeliver a payload. This is handy, as I had been manually creating issues / PR review comments over and over again to test. It's a lot easier to click the 'redeliver' button after solving a bug to make sure that it works.
