Sub-project 3: develop a web service for deploying HPCC systems.

[ ] Create an HPCC Deployment by selecting HPCC deployment resources, including the build file from HPCC portal website, configuration file, etc.
[ ] Deploy/Redeploy HPCC systems (both single node and multiple nodes) and retrieve results
[ ] Start/stop an HPCC system and retrieve results
