Add word format for Saildart.org files in UTF-8 format. #90

Convert to and from the UTF-8 format used on Saildart.org: https://www.saildart.org/allow/sail-charset-utf8.html.

This is not a reversible bit preserving format, but it works for conventional text files.

SAIL CRLF line breaks are converted to Saildart newlines. It's unclear how to handle stray CR and LF characters.

Files on Saildart.org have character 140 displaying as ' but I think they should be `.
