Installing IOS to make SNEEK NAND #32

What steps will reproduce the problem?
Making a SNEEK NAND with ModMii, see that the IOS above 22 are 0MB, and try to 
install the IOS with a WAD after deleting the titles.

What is the expected output? What do you see instead?
I expect it to work, but the IOS shows up as one block.

What version of the product are you using? On what operating system?
ShowMiiWads 1.4 and 1.2 on Windows 7

Please provide any additional information below.
