Not sure if it's related, but Reap's Plague seems to suffer from this as well. I can open a separate ticket if you want.
And Terror, Cripple, and Flee, actually.
OK and I haven't seen a Slay (via Cull) work yet either, even maxed out at 40% threshold. At 50% chances, it's quite a few coin tosses to lose ;)
These all seem like related bugs probably based around the same regression; these were definitely working fairly recently. Probably something dumb I knocked loose messing with the plumbing in the latest commits.

Not seeing Slay via Dominate either, but I can confirm Confuse (maxed out) via Dominate doesn't fire either.

I think it's happening to the other units, too—seeing on Ultimate, at least.
I have 3 stat points in "poison" (cf. the tooltip here), yet no poison is getting applied during Cull attacks:
