Clarification of cluster naming #39

If the county is in a singleton, the name is "CL" + "10" + (fips)

and

The reason for this naming convention was for the mismatch measurement. If a county is a singleton, then the length of the cluster name is 9, not 7, which means it won't match. For example, any cluster with LA County will be named CL06037 (since it is most populous in cluster - that is how it works). BUT if the cluster splits, we want to show that the county is in a new cluster, and so we name it CL1006037.

Looking back, we should maybe change the '10' to '99'.

This issue is so that we change that.
