There is probably something wrong with your .NET framework installation. You can try searching for "Turn windows features on or off" in the start menu and making sure that .NET frameworks are installed.
Or alternatively you can try the latest Plumber 1.0 release candidate version from the releases tab. It will hopefully be released soon and should not have this issue.
