Rename project

We've decided that the HAPI server and the HAPI adapters for LaTiS are separable and probably belong in different repositories.

This repository is for the HAPI server, so we will rename it hapi-server and change the package names so hapi is the top-level name. We'll want to also update the description and README to reflect the new focus, namely a HAPI server implemented using LaTiS.

When we begin work on the adapters we'll do that as a subproject in the main LaTiS repository.

I feel a little uncomfortable with using hapi-server as the project name and using hapi as the top-level package name.

We want to be clear that this is a generic HAPI server and not tied to us or our data in any particular way, but it is a specific HAPI server developed at LASP, not the HAPI server.

I don't know what to call the project, but I could imagine using lasp.hapi as the package.

Per an offline discussion:

• rename the repository to hapi-server
  • it can always be renamed to something even more appropriate/specific later
  • implementations of specs are often given names (e.g. Hyrax, ERDDAP), but we want to stick with the HAPI branding for now
• make lasp.hapi the package
