Read and transform LaTiS catalog #7

Implement the ability to read the LaTiS catalog and transformit into a form suitable for the catalog endpoint.

For now we're going to have a source dependency on LaTiS 2.

However, this requires that we build LaTiS 2 for Scala 2.12.
