setup neovim testing

• Add neovim testing plugin
• Add default config for neotest
• Add basic python test runner
• Write commands running tests

Setup testing in Neovim with the Neotest plugin. Also add in a test provider for pytest.

There is still a setup problem with the plugin and poetry-setup python. For simpler setups however, it works!
