Add simple Makefile #47

I packaged plano-theme as debs (https://github.com/mikhailnov/plano-theme/tree/master/debian) and created a simple Makefile which simplified packaging, this Makefile can be usefull for outher purposes and other packagers.

I already have a meson build structure that I can apply to this theme. I haven't gotten around to it yet as I have to make dark versions of the themes, and update the gnome-shell theme to a more recent code base.
