Incorrect logic in cache scrobble check on application startup

The app tries to scrobble the cache when the ScrobbleFactory isn't enabled, but the logic checks to see if scrobbling is active.

The logic has been moved to the point at which scrobbling is enabled, so scrobbles will be pushed as soon as scrobbling is enabled.
