Make vehicles and firearm purchasing license based.
Vehicles:
To make this simple and to combat use of certain vehicles by certain people. A license system similar to real life. You would need a drive license to operate a car. You would need a CDL to operate a large trucks. Different licenses for plane and helicopters. A boating license would be needed for a boat. The best way in my opinion would be to allow civlo boats, and all civilian cars to be operated with and without a license (to allow for illegal activities) while planes and helicopters would require you to have a license in order to operate them in anyway. This same rule would apply to military vehicles as one needs training in order to operate them in any manner. However one must have a license in order to purchase and operate in the eyes of the law. Licenses should be behind a large paywall as buying it is a one time purchase. Planes, helicopters should also be locked by a course supervised by staff. Military vehicles should be left job specific. But for the sake of argument some vehicles could be black market (more below)
Firearms:
Depending on how you view firearms or want to roll with cail law will affect this. By my idea would be below
Class A:
Pistols, shotguns
Class B:
Rifles, SMGs (full auto)
The weapons in these classes should be available at the gun store so long you have the license. Owning theses weapons without a license is illegal in the eyes of the law. The weapons in class A and B should be realistic in price and in available.
Black market:
Not just any scumbag off the streets can access the black market. You gotta have capital! The black market license would be the "credit check". The black market license would be needed to buy vehicles and Arms from the black markets.
