EO_DEBUG_ACTION_LEVEL not added when older installation upgraded #209

Everything worked like a charm when Edit Orders 4.6.0 was installed on an older site that had a prior version (circa 1.5.5), except that it didn't automatically add this config, leading to Use of undefined constant EO_DEBUG_ACTION_LEVEL warnings at admin/includes/classes/editOrders.php on line 15.

(I just ran the uninstall script and the reinstall automatically fixed this issue.)
