Enable a site to control position of icons/buttons on admin orders' listing #226

Add configuration settings to enable a site to:

  1. Indicate whether/not to include the edit-order icon on each order in the admin orders' listing.
  2. Identify the position(s), relative to the order's information block, of the "Edit" button(s) in the currently-selected order's sidebox display on the orders' listing.
