Make it easier for payment-module developers' offerings to integrate seamlessly with OPC, especially those that rely on javascript-based APIs (e.g. Braintree 2.2.7).

Note: This update will also more align the checkout_one_confirmation page's header_php.php with the base Zen Cart's checkout_confirmation page's.

Another "re-alignment"; don't re-quote the selected shipping module ... in a manner similar to checkout_confirmation.
