Decide if we want to add support for RAW RSA mechanism `CKM_RSA_X_509` #16

What about the CKM_RSA_X_509? Do we need/want it? For FIPS its out of question. Even if we will decide not to implement it, I think it should be mentioned at least in a comment that this is intentional decision.
