Thank you very much. You are most welcome. There are two ways: • Create an ldf file with the help of this page: http://www.texnia.com/incubator.html. You can then distribute it if you want. • Create an ini file taking any babel-xx.ini as a model (eg, the files undel locale/ar). Perhaps this method is the simplest. The identification section is something like (I presume, it's based on the Unicode CLDR):

Oops. I took part of the identification from Classical Syriac. But as a starting point it's still valid.
That's great. Do I put this in the directory with the other ini files? In my case:
/usr/local/texlive/2018/texmf-dist/tex/generic/babel/locale/he
I've had a read of some of the other files in there, e.g. Hebrew, and it doesn't look impossible.
Sent it to me for the last touches and to distribute it as part of babel. In the meanwhile, you can put it in the document working directory. Use the form on http://www.texnia.com/contact.html to send me your e-mail, and I'll contact you.
Brief outline of the bug
I'd like to help provide syriac (an Aramaic dialect with a variety of scripts, all well-supported in Unicode) support Babel.
