Quotation with CJK #131

Currently the line breaking class ‘QU’ (quotation) is ignored. As explained in the Unicode Standard Annex #14 either (1) don't break before or after, or (2) tailor them to ‘OP’ or ‘CL’, depending on the language.

There is a partial fix in 3.59 with the default behavior (no break). Tailored behavior for specific locales will be added in a next release.
