Babel recent update and babel-spanish #154

The most recent update of babel 60021 broke babel-spanish options such as es-noquoting, es-noshorthands

I got the same problem with the option es-lcroman. I fixed the problem by writing the option as spanish.lcroman (see Section 1.4 in the user guide).

I refactored the code and sadly there isn’t a quick fix. So, I’ll reject it altogether and restore the old code. I'll upload a new version asap (this very afternoon).

Yes. I figured that much («spanish.noquoting»). The problem is that the babel-spanish documentation in its most recent form (may, 2021) mentions es-noquoting, es-noshorthands, etc. as options for the spanish babel system and nowhere it is documented that in order to pass options to babel-spanish, the forms «spanish.noquoting» and the like are mandatory.
