Caption names of 'chapter' and 'part' swapped in `babel-zh.ini` and `babel-Hans-*.ini` #180

All *.ini files for Simplified Chinese mistakenly swap the 'part' (which in Chinese is 部分) and the 'chapter' (章). And, as a result, all those in babel-Hans-*.ini got this wrong translation.

The Traditional Chinese versions, however, have them right. For instance: https://github.com/latex3/babel/blob/245713928d7d6dc289a7d5e447da0b402a796034/locale/zh/babel-zh-Hant.ini#L42

Though it is more common to use ctex or so for Chinese typesetting, it is desirable to fix this little translation error.
