An easy thing to over look is what the program might need (program
requirements)
to run as well as running compatability mode. If you check the requirements it
lists the following:
Requirements
iPhoneBrowser requirements for use
Program Requirements
•Windows XP / Vista 32-bit / Windows 7 RC 32-bit
•Microsoft .Net Framework 2.0
•afc2 service installed on phone (otherwise iPhoneBrowser will not show all
files)
◦This is normally installed as part of jailbreaking
•iTunes up to version 8.2 installed and started with iPhone attached at least
once
I too was stuck where you are and after reading this I realized ITunes wasnt
yet
installed and running. Installed, ran and the browser worked fine. Dont forget
to
go back and recheck XP under compatability mode. Hope this helps !!

this works works fine for me... I am not even running in compatibility mode

it also worked for me out of the box.
Os: Windows 7 Home Premium RTM
iTunes: 8.2.1.6 (latest at this time)
Device: iPod Touch 2G with 3.0 jailbroken
