updating jerc module to the latest CMSJMECalculators version #45

This is the updated version of the jerc module, replacing the old PR by @BlancoFS . It relies on the CMSJMECalculators code from the master branch, taken from the cms-analysis repository. FYI_ @NTrevisani @dittmer @giorgiopizz
