Java tool to dump raw deltas for a given wave id. #181

We need a java application that can evolve into a tool to import the deltas 
into WIAB. A good start would be a little app that hosts a web page which 
allows the user to do the oauth dance and then pulls down the raw deltas for a 
given wave id and dumps them.
