It is not currently possible to write unit tests that will test the Guice
configuration so federation/non-federation issues don't show up till much later.
As a first step being able to use a fake federation configuration would be
useful for manual testing. The fake federation could be created by using the
non-federation transport and a hard coded certificate chain.
