windows: adding back window controls #197

@latterbolden started this, not sure how we should handle the top bar menu.

I re-enabled the native top menu (except for mac) which seems to be used in 1.8 and prior. It's not theme responsive on Windows, but until support gets added to chromium, fixing it seems to require a custom electron with a build flag set (imo not worth it for us rn).

Also confirmed your terminal fix is working across all platforms.
