This is a self-reminder that the QIO tag needs to be updated once https://github.com/usqcd-software/qio/pull/14 is merged. Until that is completed you can not use the version of QIO and QUDA can optionally compile+build with MILC.
This can be worked around by manually replacing the QIO tag in CMakeLists.txt in the root directory of the QUDA source with a5c3ae580b846130c06dc060ab822f17d6fe2171
