CLAP Dependency Check Fix

In this PR, The CLAP dependencies are verified, Following things are done:

• [x] The build is working directly through Bili.
• [x] Babel is now removed.
• [x] Build is now working without direct babel dependency.
• [x] Version is ready to be published.
