Update:

More reliable build & build test CI

Specifics:

1. CI goreleaser version didn't match version used by release command
2. Update to latest version of goreleaser to fix darwin/arm64 and windows/arm64 deprecation warnings
3. Use new template format without replacements
4. brews.tap is deprecated
5. --rm-dist is now --clean
