Update main Dockerfile to point to latest alpine version
This Dockerfile has been skipped for updates by dependabot (example: https://github.com/launchdarkly/ld-find-code-refs/pull/379) because of how it's nested. I moved it to live at root of project alongside other Dockerfiles for github & bitbucket. It will be easier to manage changes in all three now.
