Observed

Plugins loading is currently handled manually and by weight order
That can lead to concurency / race condition for resolving dependencies

Expected

Introduce a more robust dependency system which does not rely on weighted plugins https://github.com/launchrctl/launchr/blob/a1e4399c5b0616bbb80f735feed859532555e2d8/internal/launchr/types.go#L50
