Make plugin commands listed in web ui #44

Current

Web-ui has ability to list available commands brought by discovered actions
But it does not have ability to list commands brought by native plugins

Expected

Web-ui need to be able to list both commands brought by discovered actions and commands brought by native plugins
It means launchrctl core need to be updated to register cobra command as action
Then plugins should define the commands they want to have registered that way or not (some commands may need to not be listed in web-ui)
