Add/cop30dem #21

Generates a tile index for 30m DEM Copernicus product. TODO: update 3.1.5 to use new data /projects/maap-users/alexdevseed/dem30m_tiles.geojson

Does not need to be run again unless the tile index needs to be regenerated. First step in #12
