Clients poll database for unfulfilled storage requests #10

When a storage volume is created in the administrator's web interface, the
client associated with the volume will need to poll the database
periodically to see if it should accept the volume.

We've pushed this problem onto the administrator's interface.

Created a new java program VolumeMaker which can be called from PHP to fulfill 
storage requests.
