Visual Studio version: VS 2019, 16.11.41

What happened

Action icons are invisible.

Steps to Reproduce

Make a change.
Call the context menu of actions.
Icons are invisible.

Expected behavior

Make a change.
Call the context menu of actions.
Icons are visible.

On an older version of VS 2019 it seemed to work OK.
