Consider removing v3c_unit_header syntax #14

Consider removing v3c_unit_header syntax from the draft. This will change when updates to it are made in V3C base specifications. Would require updating the V3C RTP payload draft too.

Added clarification in the memo that v3c_unit_header is provided for informative intentions only and implementations should refer to the latest specifications.
