I’d also question whether you need out-of-order decoding (i.e. decoding order number, DON), though VVC/EVC kept this feature, so there may be a use case for them that I’m not aware of.

It should be possible to structure atlas data NAL units similarly to HEVC bitstreams, so support for DON should be still required.
