This is the first stage of speed up precess. It makes the simulation 5 times faster

Hey, 5x is great for a first cut! Merging since the edits are isolated to the subroutine UMD_UCB_BLDG_SPREAD.

Hi Chris, this 5x speed improvement only happens when spotting is not enabled. When the spotting is enabled, I don't know why the computational time is back to the original one before modification, is there possibly a bug in my modification?
